“间歇式亲和”: 基层政府与行业组织关系研究——基于 Q 县田野调查的分析

Abstract

文章提出和發展了自己的概念"間歇式親和",以此理解基層政府與行業協會的互動關系。本文認為在碎片化的威權體制下,國家對干部的制度控制會使基層的官僚行動者實用地選擇與行業協會進行利益交換,而國家對市場和社會的制度控制使行業協會在低制度化的層面實現政治參與。通過對Q縣的田野調查,本文發現在國家統合力量較弱的基層場域中,行業協會能夠成為社會利益團體,并因基層政府的政績要求和政策變動處于"間歇式的親和"的關系之中。 The author developed a new concept, "Intermittent Affinity", to help understand the interacting relations between local government and industry associations. This paper argued that, in the condition of decentralized authoritarian institution, state has the power to control bureaucrats and market and society. The former makes local bureaucrats pragmatically choose to trade with industry associations, and the latter makes industry associations involve political participation in the level of low institutionalization. Through the field study in county Q, the author found that in the local field where the state power of integration is low, industry associations grew up as an interest group. Influenced by the government's political performance need and policy change, the associations stayed in a relation, which could be called "Intermittent Affinity"
