Abstract
Development and environmental protection are often in conflict, and the purpose of an environmental impact assessment (EIA) is to contribute toward the decision-making process by resolving and preventing conflicts between the two (Environmental Impact Assessment Ordinance 1998). EIA is a system for forecasting future effects of a new project on the environment, aimed to minimize negative effects. EIA is also a tool to assess ecological implications of projects, policies, and physical plans and prevent future environmental problems in an action in advanced manner.
