Institutional constraints, path dependence, and entrepreneurship : comparing Nantong and Zhangjiagang, 1984-1996

Abstract

Location plays a pivotal role in the development of cities in China. Their pace of development varies even among coastal cities. Important factors include: institutional constraints a city faced as reforms emerged and changes to those constraints proffered by preferential policies (youhui zhengce) granted by central or provincial leaders ; its level of “path dependence”; its endowments or comparative advantage; and the entrepreneurship and strategies of its leaders. Although all of these factors are distinct, they are also inter-related. This paper compares two communities in the lower Yangzi River Delta, Nantong and Zhangjiagang’s economic development and internationalization from the 1980s the 1990’s.
