Abstract
Asia-Pacific policy makers in Singapore, Taiwan, Korea, and Malaysia are 'benchmarking' their 'deregulatory' progress with that of Hong Kong. In contrast to Hong Kong's 'fast-track' deregulatory approach, China has been more conservative. This article analyzes the impact of telecommunications (de)regulatory policies on broadband infrastructure investment in Hong Kong and China, respectively.
